Cut beef into large squares
Marinate the beef by mixing together all of the marinade ingredients. Marinate overnight if possible but at least for 20 minutes.
Heat oil a heavy bottom skillet on medium high. Brown the beef cubes in small batches being careful not to overcrowd the pan otherwise they will not brown.
Remove beef from pot and put them in your pressure cooker.
In the same skillet you cooked the beef, saute yellow onion, garlic, ginger, lemongrass and green onions until lightly brown.
Pour the sauted vegetables into the pressure cooker with the beef.
Add the can of tomatoes, water, carrots and pho packet.
set the pressure cooker to cook on high pressure for 30 minutes. It will take it about 15 minutes to heat up before the timer starts.
When the cook time is up, let the pressure naturally release for 10 minutes then quick release any remaining pressure.
Open the pressure cooker and add additional fish sauce or salt if needed.
